Proposes a state constitutional amendment to limit increases in state expenditures to the increase realized using a fiscal growth factor. The fiscal growth factor is the average of the sum of inflation and state population changes for each of the prior 3 years. This act also prohibits the legislature from creating a new program or increasing funding for an existing program unless the legislature also provides the funding for same.   Official Text and Analysis.
