2005 Senate Bill 5004: Regulating commercial feed
Introduced by Sen. Marilyn Rasmussen, (D-Eatonville) (D) on January 10, 2005
To regulate commercial feed. This bill would require anyone who manufactures, distributes, or whose name appears on a label as guarantor of commercial feed in this state to obtain a commercial feed license from the state department of agriculture. Retail sellers of licensed distributors, pet food distributors, distributors of certain food-processing byproducts, and distributors of bona fide experimental feeds are exempt. The bill also modifies procedures and requirements for obtaining commercial feed licenses. See companion HB 1086.   Official Text and Analysis.

Testimony in support offered to the Senate Agriculture, Water & Rural Economic Development Committee on January 19, 2005
By Leslie Emerick and Ted Maxwell, Department of Agriculture, who testified that extending the interval for re-registration of pet food to once every two years is strongly supported by the pet food industry and will reduce costs and paperwork for both the industry and the agency. The changes in feed tonnage reporting requirements will improve auditing capabilities to assure that required fees are being collected and better satisfy doubts by the industry that some companies have been evading paying the fees.
