Establishes that, beginning four months before the wholesale vehicle dealer license category is eliminated, existing wholesale vehicle dealer licensees meeting certain requirements may apply for and qualify for a retail vehicle dealer license (which may become effective not earlier than July 1, 2019).

Prohibits the Department of Licensing (DOL) from issuing new wholesale vehicle dealer licenses, effective July 1, 2017. Prohibits the DOL from renewing any wholesale vehicle dealer licenses, effective July 1, 2018. Eliminates the wholesale vehicle dealer license category completely, effective July 1, 2019.
