Provides for eligible applicants for enhanced driver's licenses or identicards who do not decline the option to be automatically registered to vote. ?Provides for eligible applicants for services at the Health Benefit Exchange (HBE) who do not decline the option to have relevant information transmitted to the Secretary of State (SOS) for the purposes of voter registration.

1) Directs the health benefit exchange to consult with the Secretary of State to establish other criteria and procedures for the automatic transmission of voter registration information. (2) Allows the health benefit exchange to share information used to verify identity with federal agencies under any circumstances until an applicant is registered to vote. (3) Removes requirement that the health benefit exchange implement automatic voter registration as a qualified voter registration agency.

(1) Removes automatic voter registration at the Department of Agriculture, the Department of Veterans Affairs, the Military Department, the business professions division of the Department of Licensing (DOL), and social services agencies. (2) Removes automatic transfer of voter registration information from the Health Benefit Exchange to the Secretary of State for clients who opt in. (3) Requires DOL to transmit citizenship information to the Secretary of State for applicants who wish to be registered to vote automatically. (4) Removes study of automatic voter registration at birth and of recently naturalized citizens. (5) Removes requirement for the Department of Agriculture, the Department of Veterans Affairs, the Military Department, the business professions division of the Department of Licensing (DOL), and social services agencies to transfer information of past clients to the Secretary of State for automatic voter registration purposes. (6) Restores disclosure of the month and day of a registered voter's birth.
