2011 House Bill 1087: 2011-13 Governor’s operating budget

To make s appropriations from the operating budget for the 2011-13 biennium. This act allows the Legislature to transfer of excess funds from designated accounts to the general fund or other designated accounts. This act also allows the Governor to request additional funds from the Office of Financial Management, after October 1, 2011, if necessary, to fund the collective bargaining agreements for state employees once ratified. To provide the Department of Social and Health Services Division of Developmental Disabilities with flexibility on the implementation of the adult working policy reform and the new day services option. The Department is required to inform clients on each of their service options equally and clients may choose which service option best meets their needs. The Department will provide quarterly reports to the Legislature that identify the number of clients served by each service option and the number of clients who have opted to move from one service option into another service option.

Redirects this funding to the Professional Educator Standards Board (PESB) for alternate route and teacher recruitment programs, including pipeline for paraeducators, retooling to teach math and science, and the recruiting Washington teachers program.

Instructs all state agencies to track and report employees trained in performance management; provide to the Government Management and Accountability Program (GMAP), State Auditor's Office and the Joint Legislative Audit and Review Committee copies of their Washington State Quality Award assessment, and to post the results to the GMAP's website; to integrate performance management, including the Washington State Quality Award assessment, into agencies strategic plans.

To direct that, to the extent permitted by collective bargaining agreements, an employee whose position is eliminated as a result of the management position cuts provided in section 729 may not revert to a classified position to which the employee would ordinarily be able to "bump", unless the employee occupied either that position or a substantially similar classified position within the last three years. Additionally, a manager whose position is eliminated and who is subsequently transferred or hired into another position may not be compensated at a level higher than that which is commensurate with the duties of new position.
