1) Adds to the current law that funds special education on the lesser of the district's actual enrollment percent or 13.5 percent; that for districts with a student enrollment under 1,000 students, the actual enrollment percent, if above thirteen and five- tenths percent. (2) Requires the special education safety net be specified in the budget but must be at least five percent of the total allocated to school districts under the excess cost funding statute for special education students. (3) OSPI rules must mandate that when a school district has expended the district's entire state special education allocation then the district is eligible to apply to receive a safety net award.
