Changes the name of the youth tobacco prevention account to the youth tobacco and vapor products prevention account; Prohibits vapor product retailers from selling cannabinoid products; Allows the Board to issue separate signs for persons licensed as a wholesaler or retailer of cigarettes as well as vapor products; Adds labeling requirements for manufacturers, including the amount of milligrams per milliliter of nicotine contained in the product, as well as advertisement requirements for manufacturers and retailers.
