Introduced by Rep. Brendan Williams, (D-Olympia) (D) on January 1, 2007, to require a person who, while at a gun show or event, offers to sell or transfer a firearm to another person to be licensed as a dealer. The dealer would then be required to perform a background check on the person receiving the firearm.
